I've always used LiveAquaria to help me with fish info....including the tank size. HERE is LiveAquaria's page on Lionfish. There are different types of Lionfish, and even with the smallest (Dwarf), the minimum tank size is 50 gallons. The larger ones need tanks starting at 120 gallons.

A fuzzy dwarf lionfish or zebra lion would be fine in that size of a tank. It would be better for a long not tall wise but having 1 would be fine.

I would not advise it.
Even dwarf lions get some size. And while they may seem less active given the space they will use it. Aside from their size is their bioload. They eat a LOT and as such poop a lot too
