Heater size

Just got a 28 gal JBJ tank and bought a Ehiem-Jager 100 watt heater for it. Installed in heater compartment it barely covers low water line on heater without hitting bottom of compartment. Is this heater too big for tank? How high should water be in skimmer slots? That would gain us a little room.

To me that's is to big of and heater.

I have a JBJ 30g and I have ehiem.50wE series heater and it's more than enough.

I have the same in a 7g JBJ Pico and it's great there too.
