What is this Algae

What is this, and is it bad, and how do I get rid of it?

Looks like dinoflagellates to me.
It does not look like cyanobacteria to me but it is a slight chance it could be another bacteria. I have seen bacteria blooms like this where people have added to much carbon from carbon dosing. Do you carbon dose?

No I don't. I have a carbon filter in my BRS reactor.
