Just create more surface agitation. If you can't, an air stone will remove it too. I used to have that problem too.

Use a clean unused sponge that has been rinsed with rodi water, compress the sponge, place the sponge in the center of the floating scum allowing the sponge to absorb the scum. Then ring out the sponge out of your tank. Repeat over and over until its gone. You must keep the sponge afloat and in contact with scum for it to work. Good luck

Kitchen paper towel works the best, it floats and will take the proteins of the surface.
I like to know why your overflows will not skim it off??
Not enough flow or circulation at the water surface?
And yes it's not oil these are proteins that your skimmer should trap and remove.

One is pushing the other so the heavy protines stay in the middle not like if you had one overflow everything would go down it but having one on the oposite side they work against each other at least thats what am seeing

Change the direction from the returns if possible as I won't get trapped in one area, or move your circulation/wave maker.

Looking at your tank I would say pumps are in a ok position.
My next question is how much gallons do you run through the return pump?
What's your po4?

guys I just moved my four outlets from the return downwards and my water got clear instantly i think the two returns facing each other was not letting the water from the center move into the overflows

I;m asking cause a film of proteins on the surface can be the results of a elevated PO4.
In this case you're good.

Glad you found out that the returns had to be repositioned.
