I dont know if this is just me thinking about it, but when you kill bacteria in the water you add ammonia and nitrates and further reducing cycling of ammonia and nitrates with a UV.

UV sterilizers will kill all bacteria that passes through it, good and bad, they are not discriminatory. It will not reduce algae growth in the tank. It only affects the water that passes through it.
