230g restart after velvet..am I ready?

Hey All

So I recently lost all (but two) of my fish due to velvet, I have restarted the tank, run chorine, neutralised it, new sand, bacteria fritz turbostart 900 x 2 a week ago, talk tests are :
Ammonia: 0
Phos: 0.90
Nitrate: 13.9
Ph: 8.0
Alk: 6 ...need to raise this.

Am I ok to slowly add fish...its been an age since I started from fresh. No live rock yet.

Personally I'd put in live rock and then wait the fallow period after adding the rock to start adding fish.

Makes sure nothing came in with the rock / water and gives the tank more time to mature.
