Paid new invoice. PayPal will only hold the funds until the shipment is completed. Once they get notice the item is received they will forward funds to your account

I use PayPal all the time and although most of the people are honest it makes sure the buyer gets what he is paying for. I have had a seller that tried to scam me and PayPal made it right. I do understand how you feel but scammers make it difficult to do without the safety that they provide
