2 primes will work fine for awhile, depending on what corals you are trying to grow, adding led light bars to them like the orphek or3 bars are a cheap way to get more par to the tank if you have more light demanding corals

You will have a bit of trouble at 24" deep but what are the actual dimensions of this tank? Adding extra ai primes is also an option as the ai 32 and 64 are just more of the same led pucks added to an ai prime.
Orbit led is pretty trash though

Brs tested 4 lights not 3 but i would think 3 would be fine for mostly softies. The or3 bars do throw out a lot more par for the price, harder to mount though

At 24" with a 24" deep tank (standard 90 gal) primes will not work.

The tank is 24" high, or the lights will be mounted 24" above the tank, or both?

With 2 Primes over a standard 90, I agree that's going to be pretty weak. But you can add more of them.

If you supplement wit T5s you’ll be fine. I have three over a 65 gallon, 26 inches tall.

If you ever go to SeaWorld Orlando there is a 90 at the shark encounter that has spongoides and frogspawn it's using 3 prime 16s and it only uses blue (at least every time I've been there).

I think all of this would depend on what kind of dimensions we're talking about. I had a buddy with a 60 cube tank and only had a single Hydra 26 (so basically just 2x AI Prime) over it, and it looked great. Had excellent LPS growth at the bottom of the tank. A 90 cube would probably need 3x-4x AI Prime given the length and width of the tank. Probably would want 4x AI Prime over a 90g long.
