So for about 2 months now I've had this algae problem going on. At first I thought it was dinos because my nutrients were bottomed out. I did a 3 day blackout along with a Dr Tim's waste away treatment along with refresh. Here are some pics of the algae today.

It's mostly on the glass and sand.

My paramaters:

Nitrate 11ppm
Phos 0.16
Alk 12 (working on getting it down after small overdose)
Calcium 460
Mag 1180 (slowly raising it)

I run an eshopps nano for about 12 hrs a day and also a small fuge that runs about 12 hours also. Along with floss, chemipure blue, and a UV light.

I've dialed back the Prime puck about 15% and I've also dropped the supplemental t5's down from 6 hours to 4.

CuC is a conch, about 25 Asst snails and a few hermits.

The conch isn't even putting a dent in the algae. Could it be cyano? It's a brownish color like diatoms but much more dense. Any advice on what it may be and how to clean it up are appreciated.

Yes, it looks like Cyano to me. Your PO4 is high compared to your NO3. If you got your PO4 down to around 0.05 and kept your NO3 around 10-15, you should be able to get rid of it.

If you can get us a picture under white lighting, it would help with identifying the problem algae/bacteria.

Do you have any small life crabs, snails, worms, shrimp,or any other critters that like to forage about the ocean is not a sterile environment and your tank like the ocean needs as many small non invasive inhabitants to help with nutrient control besides a little human intervention?

Yes. I said in the OP the tank has a conch about 20-25 assorted snails, and a hermit crab or two.
