Dinoflagellates, may caused by NO3 and PO4 both in a low level. Try to increase NO3 a little to see how it works.

I’ve heard bad things about the white eggcrate and this issue. I don’t know the specifics.

This is quite a mess! Having let things get out of control might complicate the clean up. If the coral frags are not doing well, they might be feeding everything growing round them.

First thing to do is get an expert opinion on the frags. Are they sick? Dying?

how can i increase it ?
i don't use any this to reduce it at all

A good amount of CUC will help along with some tank maintenance
what is CUC ?
