Any pictures of the algae?

There are a lot of causes for algae to develop. Phosphates could be the reason, but could also be diatoms due to high silicates.

This type of Algae is dusty and appears on the sandbed.

I think it's so hard to say...here's the one parameter that's causing my problem and if I fix that, it'll be fine and my problem will go away. Just doesn't seem to follow in a lot of cases. I think keeping parameters where you think they are optimized for your set up is absolutely required for success. Issues will not go way if parameters remain bad. But it doesn't always follow that issues will go away once you correct either.
