A seemingly obvious thing to rule out: cleaning agents used in the home that contain ammonia?

No cats in the home releasing ammonia from the litter box?
Cleaning agents no, cats yes. We have their litter box enclosed and on the other side of the large room the mixing is in. I should be able to confirm if the litter is the culprit by letting some fresh RODI sit in sealed and unsealed containers and comparing.

sounds reasonable. Could also test the hypothesis by putting a small open container in the litter box for a bit when the cat is not present.
