Bacteria? Algae? Please help

Hi
For a few months I am struggling with this. I Thought it was cyano and I used chemiclean and it cleaned 50% of the tank. I noticed that on mornings when light just starts I don't see this thing, it appears after some time during the day. Please advise, something obvious or should I invest in microscope?

Thanks. I will use chemiclean again, this time I will extend duration to 3 days and start dosing microbacter7. I have 240g peninsula style tank and it is quite hard to get proper flow everywhere on the sand level.

almost certainly dinoflagellates.
