I have two bangaii cardinals in my 75g display tank. They and everyone else seem good and fine.

tonight in my sump i found a baby bangaii cardinal....I have no idea what to do. Do i move him back into the display? How can i feed him? Can three bangaiis live in a tank??? will my other fish (tomini tang, yellow tang, one spot foxface, lawnmower blenny, 2 clownfish) bully him to death if i move him??

Most folks I know moved it to a refugium.

Currently in my sump/refugium. How can i feed it? should i cut out most of my chaeto? does it eat the pods?

Awwwww, congratulations! Banggai cardinalfish babies will eat baby brine shrimp and other zooplankton around that size, so it'll eat whatever pods it can get its mouth on. To ensure a higher rate of survival, you could feed it live baby brine shrimp as well. I wouldn't bother cutting out most of the chaeto, unless it's actively restricting swimming space (i.e. less than 6 fish lengths of available space, etc.), or you regularly remove chaeto. There's a really educational sticky in the fish breeding subforum about breeding banggai cardinalfish and raising their fry!

From what I understand, unless they're big tanks banggai cardinalfish won't tolerate each other in more than pairs. Your other fish will most likely bully it to death/outcompete it for food/eat it if you move it back up to the sump.
