Looks more like aggression than fin rot. As mentioned, bets are on the clownfish.

Fin rot doesn’t pop up too often - that’s going to look like the whole fin is eroding. These are just bite marks.
guess there is No reason to keep it in this small quarantine tank then. i Will take it back to my main tank and make sure it gets quality mysis and algae

Just keep an eye out for aggression. Separate out the aggressor if need be.
In terms of ich, would it be worth doing a quarantine for 70 days to eradicate it from main tank?

i am going to set up a quarantine tank but it is very small (15 gallons)

Yes, it's worth it but I believe it's 45 days per Jay Hemdal, the staff marine biologist. See:

If the fish hasn’t been qt’ed, it never hurts to do a full copper and prazi treatment.
