Can anyone tell me if this is healthy growth or something else?

Hi there ,

Just restarted my tank with bleach coming up 3 weeks here this Wednesday. I've been starting too see this new growth on a sea shell in there? Just wondering is this black looking algae good or bad? Pictures for reference. Thank you

looks like cyanobacteria, not really good but usually goes away when keeping good parameters
