I have a aunt who lives in Santa Cruz with a saltwater tank is she able to just get the water out of the ocean or what is the criteria to be able to get water out of the ocean?

Not sure if there any legal issues with this in California, but you would have to watch out for pollution in the water and microbial die-off if you are raising the temperature of the water to reef temperatures. Personally, I would mix my own saltwater and avoid the risk.

If it's a clean source yes it's fine just don't do it for a few days after it rains. I've known people who got it at the Jupiter inlet on an incoming tide after the water turns blue.
