Yes it sends them a notification that some one mentioned them in a post and provides a link for them to be viewed.

It only sends an alert(in the upper right corner), so they have to check their alerts to notice it.

I believe it does send them an email alert as well. You can also look up their profile and send a private message.

Not for someone tagging you at this time. It does for replies and someone pming you. Getting an email for being tagged is something I'm trying get.
