Can tuxedo urchin eat all coralline in tank?

Is it possible for a tuxedo urchin to keep coralline from getting started in a new tank?
I have a 40 breeder that was started about 16 months ago. Urchin was added near the start. Mostly softies and a couple euphyllia that are all showing modest growth, but I’ve never been able to get coralline to grow on rocks or glass. Recently upped my CUC to battle some GHA, and now I see coralline spreading from snail to snail. But still none on rocks… So coralline appears to grow in the tank just not on the rocks. Is the urchin eating all coralline that starts growing on the rocks?

I have one in my 90 and doesn't even make a noticeable dent.

The one I had in my 33 gallon display definitely didn't decimate my coralline algae. Sometimes it would eat paths through it but it mostly just fragmented the stuff and promoted its growth on the rockwork.
