Carbon doser does not seem to have enough output pressure.

I bought a carbon doser second hand. It's not a thing you can normally get in the UK. Anyway, I have hooked it up and the output pressure does not seem to be strong enough to overcome even normal water pressure. I have it set to 15psi but its not strong enough to even feed the bubbles along a pipe into water. Any ideas?
