Carpenter Wrasse bullying, did I make a mistake?

I got a couple of Carpenter Wrasses in early May and one of them has settled really nicely in my 120G DT but the other one is being chased around by the first one and has not grown much. Lately he is has started to be less active and I sometimes see him just resting on the sand at the bottom of the tank (not on the side but not looking too good).

I am thinking that having those 2 wrasses in the same 120G was a mistake even though it was recommended by the place where I bought them from (can't trust anybody I guess). Is it known that those don't get along or is it the luck of the draw?
If they are not getting along after about 2.5 months, is there any chance they ever will?

It seems that I need to rehome him ASAP before it's too late but I would rather not if this has any chance to work out.
