Carpenter wrasse for a 20 gallon tank later a 55

I’ve wanted a carpenter wrasse for a while now but haven’t been able to build up my 55 gallon tank. I was wondering if I could keep him in my 20-25 gallon tank with only a clown fish and a dragonet
