Thinking about starting a small frag tank with a spare 10 gallon tank. What would be a cheap light option to grow corals given the small footprint?

If using a tank for frag growth purposes I wouldn't try to do bare minimum on lighting. 38 par is barely doing anything.

I have a Kessil A360W-E Tuna Blue for my 3g Frag tank. Go big or go home. Just run super low and can always still use it if I upgrade!
