Osmotic shock likely as they require very slow acclimation and will move when released but a difference in temperature and salinity Will kick in

Drip acclimate next time after floating the bag in the tank water to acclimate to temperature. That way whatever you’re adding can acclimate to the salinity etc of the tank.

If they are dead they will normally be blown around or on their side, sounds as they have had a shock and are trying to recover, I would leave them alone, if they are going to make it there is nothing you can do now once they are in the tank, in future shrimps needs a good slow acclimation.
Also if they are dead the cuc/craps will start to eat them so again they may not be, but I will be prepared for them not making it as shrimps are very delicate to changes in salinity etc.

It won’t to the adding of the water that has caused the issue, most likely it was the lack of acclimation.
I like cleaner shrimp. When a snail dies they always let me know.
