Is it normal for my clownfish to be flashing on the sand after every water change? Other than the flashing it looks very healthy and eats a ton of food.

Does it do this only after a water change, or is that just when you are more closely watching it?
Are you allowing the salt mix to completely dissolve and turn clear before using it?

It only does it after a water change and I do wait for the salt water to mix clear and warm up before I do my water change.

Well, a disease would cause it to itch and flash all of the time, not just after a water change. I would say this is behavioral - clownfish can be pretty strange little fish sometimes!
