I am currently using copper power for my qt tank however I just ran out and my LFS only sells copper safe. Is it safe to mix them to continue?

NO, you will have to remove with carbon and test to verify BEFORE going to next form of copper.

Aren’t they the exact same chelated copper? Should be fine to mix, I’d think. Removing with carbon won’t work with chelated copper. Only a total water change will remove it.

The'yre very similar in treatment and non-ionic but copper power has varying strength levels as no two batches offer the same concentration whereas one can be higher than a same bottle to to inconsistencies and the chelation agents are unknown when testing. Coppersafe is milder in concentration but must be added precisely to manufacturers recommendation.
To sum it up, one may intefere with the other.

Total water change is correct- keep forgetting this is non-ionic
