Could you theoretically keep a pair of clownfish with some dwarf sea horses?

I'm interested in buying a tank that seems like a good fit for some sea horses, and I was wondering what else would be good in it? It's a 24 gallon so obviously more than enough space for a few dwarfs.

Would personally not with mix clowns w/ dwarf seahorses. Dwarf seahorses would be great candidates for a species only setup. They are slow. And competition for food wont workout well. Local LFS had group of 6 and one was grabbed or swam into an aiptasia which killed it. Just an example of their sensitivity.
