No sure if you know..but zero phosphates is not a good thing. Those low phosphates allow cyano and dinos to outcompete your good bacteria.
As BroccoliFarmer suggested, 0 phosphate is probably main culprit here, otherwise tank is still young and you are still going through ugly faze. I would start with removing RowaPhos and waiting for phosphate to go up and than the usual things, like decreasing light intensity, removing cyano from sand and rocks.
Siphon as much out as you can. Then treat the tank with Chemiclean. Repeat if necessary. Problem solved, at least for 6 months in my experience. No reason you can’t treat again at a later time.
I agree. If P is 0 pull the rowaphos as it isn't needed at this point. Also I have used chemiclean for cyano (tho not this bad) with no adverse effects on anything.
