.... seeing "alert_opt_out.dbtech_usertagging_hash_insert" as one of the things I can turn notifications / emails off or on.

Probably just a friendly definition needs to be assigned on the back end.

Go to Account -> Preferences-> Settings. Scroll down to the "Receive a notification when someone...." section.
