The tank size is likely alright (though a larger tank - 30+ gallons is preferred).

Whether or not they can be kept together depends on if you can get them to pair - yellow watchman gobies (Cryptocentrus cinctus) will attack others of their species if not paired. To pair them, you'll want to put them in the same tank but keep them divided (such as by using tank dividers or an isolation box) so that they can see and "smell" each other without attacking each other.


The quote below describes what to look for while they're still separated, but if they get along for a few days, then remove the divider/release them both into the same tank and see how it goes:

"As time goes by you’ll be able to observe one of the two following situations:

a) Rejection: One of the specimens shows signs of panic and stress while the other displays aggressive behaviors by positioning itself with its head up and mouth open wide enough to show the lower jaw dentition. If that situation continues, exchange the stressed subordinate goby for a different one and begin the process again.

b) Mutual interest: If you notice between the two inhabitants of each tank a mutual interest, an absence of a sharply aggressive attitude, and a certain tendency to stay near each other, and this situation is maintained for two or three weeks, you should then begin the second phase of the operation."*

Most gobies can live together without issues - there just may be intraspecific aggression (so there may be issues between gobies of the same species).

I wouldn't expect any gobies commonly found in the hobby to attack any of the commonly found shrimp. Watchmen/Shrimp/Prawn Gobies should even pair up with some Alpheus shrimp and live in the same burrow with the shrimp without issues.
