Is it bad for a reef tank and it's inhabitant if I feed my fish regularly using frozen fresh water shrimp.. ??
Is it true that they tend to be higher in phosphates as compared to saltwater shrimps.? TIA.

Phosphate concentrations have more to do with how commercial companies process their product. But freshwater shrimp can be quite nutritious. Piscine mysis is a freshwater shrimp and is part of the broodstock diet of several marine breeders.
