i know what to feed, zooplankton and fish eggs, but the only zooplankton for sale i can find is for corals. Is it ok to feed the garden eels that zooplankton, or is there a special mix for them?

A LFS used to have them in their large display tank…I don’t think that they did well long term, but maybe you can contact them for advice.
