It should start opening up by now. You hitting it with too much flow?

It was also not very extended at the fish store when I got it

So actually there is a small barnacle on the fleshy part could that be the reason it’s not opening all the way

Could be a tonga torch, they have shorter tentacles.

Acclimating... you could try spot feeding some aminos. What type of flow/lighting do you have it in?

Well it’s in a 15 gallon right now while my 75 gallon is cycling and the lighting is a mars aqua
