Green Hair Algae?

This is a qt frag tank so there is only a peppermint shrimp and many frags in the tank feed the peppermint shrimp once a week. And daily auto water changes .75 gallon a day. Dose alk every couple of days and this algae started to grow a couple of weeks ago the tank has been set up for 3 months now. But is this green hair algae alk is around 8-8.5

It is hard to tell in the pictures with the blue lights but possibly? Maybe white lights would help.
