The best way to get that algae out is to have a filter sock and run the water thru it. Clean the sock everyday. Turn the lights out for a few days. Can you somehow do that?

First thing is to find out how the nutrients are getting into the tank. They're either leeching from something already in the tank, or you are feeding waaayy too much

I would do a few 30 or 40% changes over the course of a week. Get the numbers to acceptable areas and then test daily to get an idea of increase.
