Harptail Blenny White Spots and Heavy Breathing!

I picked up this Harptail Blenny from my lfs around a week ago. He’s been eating mysis just fine and wa scaring normal for most of the time. Until I got home this afternoon I saw him gasping for air on the top of the water while covered in white patches and holes. He is in my quarantine tank rn, as I was planning on moving him to a bigger tank later on. I just did a freshwater dip for around 4 mins and I didn’t see much change. He was the only fish in the lfs display tank and it was filled with coral and snails. I don’t have any meds on hand or available rn besides online, so can I get and ID and anything I can do to possibly save him? He is the only fish in the tank.

And I forgot to mention all of the tank parameters are stable and as followed:
Ph-8.3
Ammonia-0
Nitrate-0-5
Nitrite-0
Temp-77
Salinity-1.024

Update on the fish:
After another freshwater dip this morning, and treating with prazipro, he is looking and acting completely fine! He is clear if spots, eating fine, and swimming freely!
