Help with my Dusky Wrasse!

Not sure what is going on. Symptoms are breathing heavy/fast and his mouth is constantly open...also very white in color around the edge of his mouth. There is also some white or light color spot where is dorsal fin attaches to his body. He has been in copper power (dose 2.5) since 11/25/19. Completed 2 dosages of Kanaplex. Pic attached. Any suggestions?? Thanks guys!!!

Sometimes the fish's face and body can become pale like fading color due to low or lack of O2. Has the wrasse been freshwater dipped to check for gill flukes? Wrasses can be fluke magnets.
