What type of turtle do you have? How big is it?
What is the size of the tank? Do you want to include areas for basking out of the water or not?

My brothers and I kept a 10-11" red-eared slider turtle in a 75-gallon aquarium for a few years. We added feeder minnows and guppies to the tank and they did well with the turtle. I would guess that most small community freshwater fish would work well in a freshwater turtle tank. If you go the brackish-water route, make sure the fish are compatible in brackish water (mollies, guppies, and endlers livebearers all are, from what I know).

Since red-eared sliders are typically found in freshwater and freshwater has more options for easily-attained fish than brackish water and does not require salt for mixing since tap water is generally useable, I would recommend freshwater.

How big is full-grown for your 13-year-old turtle? How big is the tank you are keeping it in? Is it all water, or do you have some land or logs for it to climb out of the water on? Can you share any pictures of your setup or your plan? Do you mind if the turtle eats some of the fish?

12 inches or so, they like freshwater, a smaller, faster and active species of fish could be good tank-mates, as the turtle my munch on larger, slower fish
