I think my bi-color foxface rabbit fish is sick help plz

bought a bi-color foxface rabbit fish about 2 weeks ago his yellow is turning brown his black has white dots and has a white stripe down it, my nitrites, nitrates, and ammonia read almost perfect zero as far as my testing kit can tell and ph is 8. He eats fine all the rest of my fish are fine except I had a blue dot Toby puffer who seemed distressed as well thought it was because they might have been picking on him the he jump on the top glass and died. Oh and my tank is 135 gallons live sand and about 80lbs of live rock have a overflow through a trickle tower filter into my refugium does about 1200 gph, and have a 800 gph canister filter and a protien skimmer.

The white spots/dots are troubling. You've probably got either Ich or Velvet going on in the tank. If you can count the spots its probably Ich; if there are too many to count its probably velvet. Here's a couple of thread with IDs, Pictures and treatment for each Ich and Velvet:

Appears to be velvet. Begin with freshwater dip and plan on quarantine treatment with what Bug G has listed

Also I have no way to quarantine how should I go about this im new to reef tanks
