I have a 75 gallon FOWLR system, it currently has:
2 clown pairs (one ocellaris pair, one black ocellaris pair)
1 blue spotted goby
1 mandarin goby
1 hawaiian white spot puffer
1 tidepool blenny
1 scooter blenny
1 pajama cardinal
1 neon dottyback

Im wanting a colorful fish that swims in the mid to top of the tank. I prefer no tangs (my tank is too small and I haven't had great luck with them) and no chromis (we had 5 and they all died one by one with chromis disease). Our current fish all do great with each other and are thriving. Would the tank be over stocked if we add another fish? It will be the last one we get for this tank. We just don't currently have any fish that stands out, other than the mandarin goby but its a bottom dweller of course.

Leopard Wrasse maybe? It needs a sandbed as it buries itself to sleep.
It will roam the tank during the day picking on the rocks and hide for the night

Flasher and Fairy wrasses are colorful and will swim mostly all over the tank.
Anthias mostly swim top of the tank
Dwarf Angels swim all over, in and our of rock structure.
A colorful plastic fish will be exactly where you put it. There are some very realistic plastic fish on string for sale.
Some Halichoeres are very colorful and beautiful. They swim all over the tank.
Leopard wrasses are beautiful and swim all over.
Dwarf Angels
I am sure you know about Flame angel

Flashers and Fairy. Word of caution, you need to research thoroughly on your fish before adding them especially the Flashers wrasses. Some of them can not live together peacefully together in a 75 gal tank.

I really like firefish. With a dottyback, it should keep it out in the water column instead of hiding in the rock. My orchid dotty chases mine out of the rocks so it’s out all day.

Wrasses are cool, but I would be afraid they would eat too many pods and may affect mandarins ability to find enough food. But if you are buying or growing pods, I would definitely add a wrasse (flasher or leopard).

One of the smaller angels would be cool. Flame angel, lemon peel angel, coral beauty, Pygmy angel. My flameback was a nightmare and was mean as heck so I would not get one of those again.

Another fish that I just LOVED was my aiptasia eating filefish. So interesting compared to my other fish. But it developed a taste for my coral and had to go back to LFS. If I had fish only, it would be on my list.

If you want to add a single fish (or two) that will do well in your tank, I would add a McCosker and a Yellow Fin Flasher wrase. A more Expensive and more beautiful wrasse would be a Red Sea Eight Line Flasher (not an Eightline wrasse which is an entirely different wrasse altogether) or Diamond Tail Flasher.
Any of these 4 would fit perfect in your tank.

Flashers don't have a significant impact on pod population. I don't think any of mine actually take the effort. Mandarin is chubby.
