Typical of mine and tomini to do this.
Try relocating that rock or two and see if it changes the hovering behavior. As funny as it sounds, fish may be simply bored. This is where A sheet of Nori comes in handy to keep it fed and busy

the tall pink tree one? Its a pink gorg. My favorite piece (though it's polyps are not expanded in the video)
