Is my Salifert Phosphate kit supposed to be like this?

I just got a Phosphate test kits delivered from Marine Depot. Normally the additives I mix in are the consistency of salt. Easy to level off in the little spoon provided. This stuff is the consistency of wet salt, and tough to get a level spoonful since it sticks together so much.

Is this how it's supposed to be or is it wet? If it is wet, can I just let the lid off and let it dry out or should I request a new on sent?

Mines like that I just scrape the top against the bottle to even out the top
