Is my Salifert Phosphate kit supposed to be like this?

I just got a Phosphate test kits delivered from Marine Depot. Normally the additives I mix in are the consistency of salt. Easy to level off in the little spoon provided. This stuff is the consistency of wet salt, and tough to get a level spoonful since it sticks together so much.

Is this how it's supposed to be or is it wet? If it is wet, can I just let the lid off and let it dry out or should I request a new on sent?

Mines like that I just scrape the top against the bottle to even out the top

I was a little confused at first but like the others just scrape top off so it's level with scooper

The answer is not very sensitive to small changes in the amount of these reagents.
