If there’s ammonia in the water, fish tend to suffocate and would stop eating as ammonia would burn the gills.
A water change of 20% each day to lower ammonia, reduce heat to 77-78, run an air stone, if its fish only, reduce salinity to 1.021-1.023.

As others stated, you maybe going thru a mini cycle, also 2 clowns on a 14 gallons could be too much and you might be having low oxygen in your tank, the behavior of no eating and staying on top and grasp for air could be 2 things ammonia or low oxygen

Update: a turbo snail was found dead today. we think this could be a cause of the ammonia. We;re not sure.

Thank you all for your helpful advice. the tank is doing better today:)

She's just laying against the intake grate. I recently added a powerhead to the tank so I don't think oxygen is the problem. I'll test water now.

What kind of test kit are you using?

Are both your fish doing this or just the one?
How often is it laying up at top like that?

Reason I ask is at the end of video when when they were both swimming together, they looked good.

Do you notice anything in their scales?
Or Stringy white poop?

I'm using API saltwater master test kit. the female is the only one who does it, and no to the other to questions

Yes they eat, but they let the food come to them. they don't ever seem very excited to eat.
Clowns are usually beasts when it comes to food. you may also want to try a different kind of food.

API I heard are somewhat unreliable for lower levels. Maybe you could bring a water sample into your fish store for them to double check just to make sure of ammonia and nitrite.

I do think @fishguy242 is on to something with the surface agitation.

I've been having them try new foods but there still like that, but they are eating. I just repositioned the powerhead in my tank. hope it'll help. Where is the best place to put a power head? I still don't really know much.
