Is this hydroids

Looking for a definitive ID. I know they look like it but not sure. What I have found is that these grow in a mat, kinda like gsp does. If I can get under a corner, I can peel a mat of them up. I can usually pull up about a quarter size amount. You can see in one of the pics where I pulled a small chunk of them off. I didn't know if hydroids grow in a mat like that or not. Praying they are just some miniature tube worms of some kind.
