So I got a Christmas tree wrasse this afternoon and when I got him home he was laying on his side and breathing heavily in the bag . I've never noticed this with any of my other fish. Is this normal or is he sick.

But one thing I have noticed is that he's been randomly swimming down to the floor and laying there for like 5 seconds then he swims right back up and seems fine. But I did read that some wrasse's like to play dead is that true?

When wrasses are first introduced, this is typical behavior with many. Same with hepatus tang and regular tangs.
Is there a reason? - - - STRESS
Stress from being netted, confined in a fish bag, ammonia in the bag and shipping (if it was shipped , or just arrived at LFS)

Our female melanurus wrasse hid under the sand for 47 days after introduction - the male was a bit too forward. We thought she was dead and then the tank crashed and we pulled everything out and after we put water back in with the new aquascape she suddenly appeared and acts like she's been there the whole time and she gets along fine with her boyfriend now
