ROTC, depending on how you sign up, is basically a contract for them to pay for school and you serve time in return. You do a program in college and commission as an officer at the end. I had a 4 year active duty commitment once I graduated.
If you are undecided on enlisting or being an officer, I would encourage you to go to college, and make the decision at the end. You can always enlist, do ROTC, or go enlistment-OCS. But that way you have a lot of options. No offense to my enlisted brothers & sisters but enlisting at 18 restricts your options over this course.
