Live Aquaria Shipped a Bag of Water

Just amazed that I ordered a Tomini Tang from Live Aquaria and opened the shipment to find they had filled the bag with water, filled it with air, sealed the bag with a metal clip, and even put the label with the proper fish on the bag without actually putting a fish in it. Then put it into a cooler, packed it with packing nuts and an ice pack. and shipped it.

I really would like to know what the supplier was thinking when they packaged and shipped a bag of water across the country. Dear packager for Live Aquaria's LA supplier, if you are on here, please enlighten me on how this is possible?
