Looking for an air pump that will pull and then push air through a tube

I dont know how You run Your tank but it is possible to use a two part solution with sodium carbonate to raise the pH a little bit. And then I dont think You need to take air outside.

Put the pump in a sealed box. run one tube to the outside to feed the box. Run a tube through the box to the pump outlet. You would have to cut the electric plug off to pass the power through a hole and seal it up. Then attach a new one. Use a food storage container with a tight lid.

I have been considering taking a large air pump and placing it in a box with with an outside air line attached which would pull air into the box holding the air pump and then putting the air output directly into skimmer venturi or part of the output into the fish room. The only other option I was thinking about was to install a 4" vent and installing a duct fan to put air into my basement from outside.

There is a air pump that had inlet and outlet air tube attachments on amazon the only one I know of is the ecoplus 1 commercial air pump the inlet has a hose attachment and so does the outlet allowing it to go from a window or out side to ur skimmer or diffuser. The pump cost around 30$ and seems to be what ur looking for.

Love the DIY, I assume you plugged the original air inlet on the bottom of the pump?

The BRS pump looks like a proper (but expensive solution). For that price I might expect it to pump a little more head pressure, but I guess you really only need to deliver the air to the point the suction of the skimmer will take over.

This pump has both inlet and outlet with the male tube ends for tubing.
