What fish? Most concerns come from old copper formulas where things like citric acid I'd were a concerned. Thingy like mandarins, wrasses, etc. can tolerate copper power.

You should not have problems with copper power or copper safe.

Why does everyone use to treat velvet for fish that are to sensitive for any copper treatment?

True velvet kills very fast. Coppersafe is well tolerated, but may not act fast enough. One researcher found that a 30 minute dip in hydrogen peroxide at 75-100 ppm and then moving the fish to a new tank worked. You might be able to modify that by dipping the fish to buy some time and then treating with copper.
