My hammer growing heads on existing ones

Hi folks, I’ve noticed that new heads are growing from existing heads on multiple of my hammers and wanted to know if this is a common thing?

Does anyone know why new heads don’t grow from the base of the skeleton?

What you've circled is not a head. That is a tentacle.. some euphylia split and grow weird tips. Hammers, torches... Pretty common.
